Le Portrait de Charles André Langevin, peint en 1845 par Jean-François Millet (1814-1875), entre dans les collections du musée en 1902 grâce au legs de Madame Langevin-Bazan. Connu avant tout pour ses talents de paysagiste et son rôle fondateur dans l'école de Barbizon, Millet a peu pratiqué le genre du portrait, qui correspond essentiellement à une production de jeunesse. L'artiste poursuit sa formation de peintre à Cherbourg, où il vit jusqu'en 1845, avant de séjourner au Havre.
Ces quelques années donnent lieu à la réalisation de portraits de notables cherbourgeois et havrais, mais également de portraits plus intimes, notamment de sa jeune épouse, Pauline Ono.
